残疾证千万别办”这一说法有些不正确,但是如果是残疾孩子考大学,有可能会影响报考的学校,有些学校是不收残疾人的。但是残疾证即是等级的合法证件,残疾证办了没有害处,相反来说办了残疾证是国家给予残疾人的福利,主要在残疾人就业、教育、培训、康复、创业、出行等等方面给予优惠。而且还能有以下几点好处:

1、免费参观

残疾人免费参观、进入博物馆、纪念馆、科技馆、美术馆、展览馆、体育场馆等公共文化体育设施以及公园、动物园、风景名胜区等场所。但举办体育比赛、大型商业性活动时除外。

2、残疾人出行

盲人、一级肢体残疾人免费乘坐市内公共汽车、地铁、轻轨、渡船等公共交通工具,但各地方政府出台的政策不同各有差异。

3、生活保障

城乡贫困残疾人家庭优先纳入最低的生活保障,一般情况下,在原享受最低生活保障金的基础上,还能提高20%的保障金比例。并且对“三无”残疾人,实行五保供养,智力及精神残疾的予以收养。

二、申请残疾证的条件有哪些?

根据残疾评定标准即国务院批准的《第二次全国残疾人抽样调查残疾标准》规定,凡要求申办《残疾人证》的申请人,必须符合下列申办资格和必要条件之一者:

1、视力残疾:(双眼)必须是通过各种药物、手术及其它疗法而不能恢复视力者(或经医疗机构认定不能通过上述疗法恢复视功能的)。

2、听力残疾:(双耳)必须经过治疗一年以上不愈者。

3、言语残疾:是指各种原因导致的言语障碍,而不能进行正常的言语交往,必须明确病因,经过治疗一年以上不愈者。

4、精神残疾:必须是精神病患者持续一年以上未痊愈者。

5、智力残疾:智力明显低于一般人的水平,并显示适应行为障碍者。

6、肢体残疾:通常是指人的肢体残缺、畸形、麻痹所致人体运动功能障碍。或是对因病或因交通、工伤、意外等事故造成的肢体伤害的残疾评定,必须在最终治疗结束后经过一年以上功能锻炼不能恢复的(截肢、截瘫,关节融合术后等无法恢复功能的除外)。

7、多重残疾的残疾等级以残疾最重的等级为准。
